LEGISLATIVE UPDATE – THE CARBON REDUCTION COMMITMENT

FIFTH MEETING, 2009-2010 SEASON; Noon Thursday 18th February 2010

Our speaker for this meeting is Louisa Reynolds, BA (Hons) MSc, Consultant-Carbon Services for one of our own members, Clouds Environmental Consultancy Ltd.

Louisa will examine the requirements of the Carbon Reduction Commitment Energy Efficiency Scheme following release of the final guidance in January 2010 for the scheme to become operational in April 2010. Louisa will particularly discuss the following issues:

• Purpose and scope of the Scheme.
• Application criteria for which sectors; businesses, local authorities and organisations are included.
• Impact of being ‘Organisation Based’ and not a ‘Site Based’ scheme.
• Registration ‘Deadline’ and Energy Consumption reporting.
• The onerous Non Compliance immediate and daily fines.
• Which organisations will have to purchase ‘allowances’ to cover their energy emissions on an annual basis?
• The potential impacts of a publicly available ‘league table’ of energy consumption.
